UPO was born in 1962 to help hard-working DC residents achieve economic security. Their aspirations drive our effective, successful programs. UPO serves DC residents with low incomes by changing lives, embodying the spirit of hope, and making our community a better place to live. We are effective; that's why we earned the National Award for Excellence in Community Action.
